1. The Inequality of Access
A Quantum computer costs hundreds of millions of dollars to build and maintain.
- In the beginning, only a few countries and massive corporations will have them.
- This creates a Quantum Divide.
- If one country can break encryption and others can't, the balance of power shifts instantly.
2. Re-Opening History
As we learned in Module 12, the Harvest Now, Decrypt Later attack means your secrets from Today are already at risk.
- Political communications, secret negotiations, and corporate IP being sent in 2026 might be "Public Knowledge" by 2036.
- This creates a risk for Long-Life Secrets (like nuclear designs or health records).
